reset function using ecf20

This part constitutively codes GFP. IPTG-induction extinguishes GFP expression, coding anti ecf20 (BBa_K1461006), which prevents the interaction of ecf20 (BBa_K1461004) and ecf20 promoter (BBa_K1461001).
